All companies with an annual payroll exceeding R500,000 are required to contribute 1% of their total salaries to the Skills Development Levy (SDL), which is collected by the South African Revenue Service (SARS). SARS will automatically allocate your company's SDL to a Sector Education and Training Authority (SETA), but it is your responsibility to ensure the allocation is correct.
You can reclaim 20% of your SDL contributions by following these steps:
Submit Your Reports: Submit your Annual Training Report (ATR) and Workplace Skills Plan (WSP) to your registered SETA before 30 April each year.
Each SETA offers Discretionary Grants, which are awarded on a first-come, first-served basis. To take advantage of these grants:
Regularly visit your SETA's website or request to be added to their mailing list.
Learnership programs, often funded by Discretionary Grants, can significantly improve your BEE score and provide tax incentives of up to R80,000 per learner per year from SARS.
The NSF receives 20% of the SDL contributions and is dedicated to funding projects that align with the National Skills Development Strategy (NSDS). The NSF supports the training of unemployed individuals, non-levy paying cooperatives, NGOs, community structures, and vulnerable groups.
By staying informed and proactive about SDL and SETA opportunities, you can maximize your contributions' benefits while supporting national skills development initiatives.
Skills Development is a crucial component of the Broad-Based Black Economic Empowerment (BBBEE) scorecard, one of the five essential elements designed to promote economic transformation and equity in South Africa. Established by the government post-apartheid, the BBBEE strategy aims to redress historical inequalities and create opportunities for previously disadvantaged groups.
Focus of Skills Development
The Skills Development section of the BBBEE scorecard evaluates how much a company invests in training and upskilling its employees, as well as unemployed or disabled individuals. This investment is particularly targeted at groups who have been historically marginalized, including individuals of African, Indian, or Coloured descent. The overarching goal is to provide these groups with equal access to education and entry into the workforce.
Purpose and Benefits
The primary purpose of this initiative is to level the playing field by offering equitable opportunities for all South Africans, especially those from disadvantaged backgrounds. By investing in skills training, companies can:
Support National Transformation:
Contribute to the broader national goal of economic transformation and empowerment.
Help integrate previously marginalized groups into the mainstream economy.
Gain Tax Incentives and Benefits:
Qualify for various tax breaks and incentives offered by the government to encourage participation in skills development programs.
Reduce overall training and development costs through these financial incentives.
Enhance Workforce Competence:
Improve the skills and productivity of their workforce.
Foster a more skilled, motivated, and competent employee base, leading to better business performance.
Contribute to Economic Growth:
Play a role in the overall growth and development of the South African economy.
Create a more inclusive and robust economic environment by empowering more individuals to participate effectively.
Strategic Importance
Investing in skills development not only fulfills a company's BBBEE requirements but also aligns with a strategic approach to corporate social responsibility and sustainable development. By prioritizing the training and development of historically disadvantaged individuals, companies can foster a more equitable and prosperous society while simultaneously enhancing their own operational capabilities and market competitiveness.
In summary, the Skills Development element of the BBBEE scorecard serves as a powerful tool for driving social change, economic growth, and business success in South Africa. Through deliberate and meaningful investment in skills training, companies can make a significant impact on the lives of individuals and the broader community, while reaping substantial benefits for their own operations.
